The break-even is two countries
Compare like for like at 10GB:
- Italy only — country plan, $10.91

You'd pay $4.03 extra for coverage of 32 countries you never set foot in. For a single-country trip, the country plan simply wins.
Now add a second country. Two 10GB country plans cost $21.82; the regional plan still costs $14.94. From two countries onward, regional is both cheaper and simpler.

The one exception is a trip that is heavily weighted to one country — ten days in Spain with a two-day hop to Portugal.
